Course Description:
This is a hands-on class with brief lectures followed by exercises to reinforce the topics. Although the major examples will relate to government budget analysis, the concepts presented are applicable to all budget management.
Objectives: After this one-day workshop, participants will be able to
- State analytical techniques used in the major stages of the budget process.
- Describe how to use economic analytical techniques with the budget.
- Develop performance measurement indicators.
- Practice cost analysis techniques in budgeting.
- Demonstrate how to use program measurement analytical techniques.
Major Topics include, but are not limited to:
- What is Budget Analysis
- A Review of terms/concepts of budget analysis
- Analytical Techniques
- Life Cycle of an Appropriation (how to determine, compare to funding, etc.)
- Trend Analysis
- Cost Analysis
- Forecasting

Program managers, budget analysts, chief financial officers, auditors, and others who are responsible for budget management.
Bio of Instructor:
Sherri Greenberg currently teaches graduate students at the LBJ School of Public Affairs at the University of Texas.
Prior to teaching at the LBJ School, she served ten years in the Texas House of Representatives where she chaired the House Pensions and Investments Committee and the Select Committee on Teacher Health Insurance. She also served two terms on the House Appropriations Committee. During her tenure on the Committee, she served on the Education Subcommittee and chaired the Job Classification Subcommittee. She also served on the Major Information Subcommittee, which had responsibility for all Year 2000 issues for the State of Texas.
